While the panel subsequently produced a landmark July 1977 report, itsrecommendations were not legislatively impl

Nonetheless, interest in creatingnew arrangements for better implementing and assessing federal privacy policies andpractices continued, as the recent establishment of a Privacy and Civil LibertiesOversight Board and assignment of privacy officer responsibilities in certaindepartments and a
