This has prompted questions about how the FY2019 partial government shutdown might affect, among other things, the governments ability to solicit and award new contracts and contractors ability to perform and to be compensated under existing contracts. The effects that the funding lapse will have
3、on federal contracts depend in large part upon the length of the shutdown, as well as the contracts type, terms, funding source, and similar factors. In general, however, during a lapse in funding, the Antideficiency Act significantly limits an affected agencys ability to solicit and award new contr
4、acts, to obligate new funds to existing contracts, and to perform essential contract administration functions. Consequently, the shutdown may affect even fully funded contracts to some degree.
