2、in recent years, with some contending that a large percentage of colleges and universities continue to implement policies that unlawfully restrict protected expression. The executive branch has increasingly expressed concern with the issue, as well. For instance, last year President Trump signed an
3、executive order seeking to protect “free speech on college campuses” by instructing federal agencies to “ensure” that institutions that receive federal research funds comply with existing federal laws and regulations to promote “free inquiry.” In response to his order, this January the Department of
4、 Education proposed new regulations specifically addressing campus speech. Additionally, the Department of Justice has filed Statements of Interest supporting free speech claims raised in several cases concerning the constitutionality of campus speech policies.
