Program Authorization The EFSP was established in 1983 through the Temporary Emergency Food Assistance Act of 1983 (P.L. 98-8), and later authorized under the Stewart B. McKinney Homeless Assistance Act of 1987 (P.L.
4、 100-77), renamed the McKinney-Vento Homeless Assistance Act. It is codified at 42 U.S.C. 11331 et seq.
