3、er some lessons from past QDRs and recommendations for the upcoming review.These lessons and recommendations are based on my involvement in the 1997,2001,and 2006 QDRs,as well as the 2010 QDR,during which I served on the Secretary of Defenses external“Red Team.”I will first address the issue of the
