Terms used in the table can be defined as follows.!Competitive Service positions require applicants to compete against oneanother in open competition based on job-related criteria to obtainemployment. The positions are subject to the civ
4、il service laws codifiedat Title 5 of the United States Code and to oversight by the Office ofPersonnel Management. Employees are to be selected from among thebest-qualified and without discrimination.!Excepted Service positions are not covered by the procedures governingthe competitive service. Qua
