3、tablishes policy,assigns responsibilities,and provides procedures for:Periodically reviewing waveforms as they mature to evaluate the capabilities interoperability,security,reusability,exportability,and operational value for DoD use.Fostering innovation by creating a process that allows waveform developers,in coordination with aLead Military Service or Sponsor,to submit conceptual waveforms for analysis and recommendationsbefore either the developer or DoD make significant investments in duplicative capabilities.
