3、SC guidance is in conflict with the stated U.S.policy,the United States will attempt to resolve the disagreement.If a resolution is not possible,the United States will provide appropriate reservations to the promulgated guidance.b.NATO SC stockpile planning guidance provides a standard by which NATO
