Since then, both the Social SecurityAdministration (SSA)
3、and Congress have acted to reduce fraud and abuse within theprogram. On December 14, 1999 the President signed into law the Foster CareIndependence Act of 1999 (P.L. 106-169). The law contains numerous provisionsdesigned to reduce SSI benefit overpayments and combat fraud. This report providesbackgr
