3、s and their dependents. Both the 105th and 106thCongresses examined proposals to modify the current system. Legislation (H.R. 180,H.R. 1140, and S. 697) was introduced in the 107th Congress to effect broad changes tothe current system. On July 31, 2001, H.R. 1140 was passed by the House ofRepresenta
4、tives (384-33). Both the House of Representatives and the Senate passedH.R. 10 which incorporated H.R. 1140 as substitute text.
