2、Specialist in Social LegislationDomestic Social Policy DivisionSummaryThe major federally funded community service and volunteer programs in thiscountry are authorized under two statutes: the National and Community Service Act of1990 (NCSA), and the Domestic Volunteer Service Act of 1973 (DVSA). In
3、general,the programs authorized by these statutes are administered by the Corporation forNational and Community Service, an independent federal agency. On April 9, 2002, thePresident released “Principles and Reforms for a Citizen Service Act,” to guide thereauthorization of NCSA and DVSA. On June 12
4、, 2002, the House Committee onEducation and the Workforce approved H.R. 4854, the Citizen Service Act of 2002.H.R. 4854 is based on the Presidents principles for reforming and enhancing theseprograms.
