2、t reconciliation is an optional two-step process, provided by the CongressionalBudget Act (CBA) of 1974 (Titles I-IX of P.L. 93-344, 88 Stat. 297-332), that Congressmay use to assure compliance with the direct spending, revenue, and debt-limit levels setforth in a budget resolutions agreed to by Con

First, Congress includesreconciliation instructions in a budget resolution directing one or more committees torecommend changes in statute to achieve the levels of direct spending, revenues, and debtlimit agreed to in the budget resolution. Second, the legislative language recommendedby commi
4、ttees is packaged “without any substantive revision” into one or morereconciliation bills, as set forth in the budget resolution, by the House and Senate BudgetCommittees.
