The EMA includes authorities to ensure tha
3、t preparations are made tomanage disasters or emergencies and to assist and encourage emergency managementand emergency preparedness activities by making grants to political subdivisions for thatpurpose. The HSA established a Department of Homeland Security and other entitiesto coordinate and undert
