Multiple scientific assessments conclude that anthropogenic
2、GHGs (e.g., carbon dioxide CO2, HFCs, and CFCs) have been a major driver of observed climate change since 1950. Recent legislative proposalsS. 2754, the American Innovation and Manufacturing Act of 2019, and H.R. 5544, the American Innovation and Manufacturing Leadership Act of 2020would establish a
3、 schedule to reduce domestic HFC production and consumption. S. 2754 and H.R. 5544 would require implementation by the U.S. Environmental Protection Agency (EPA) and an 85% reduction by 2036 compared to a 2011-2013 baseline. Background HFCs are used in air conditioning, refrigeration, foam blowing a
4、gents, insulation, and other applications. HFCs were first manufactured in the context of efforts to reduce damage to the earths stratospheric ozone layer.
