3、ies,and prescribes procedures for the implementationof the Exceptional Family Member Program(EFMP),including:oIdentifying family members with special needs who meet the criteria for enrollment inthe EFMP and are eligible for family support services.oProcessing DoD civilian employees who have family members with special needs for anoverseas assignment.Assigns oversight responsibilities and establishes a system of monitoring for the EFMP.Establishes the DoD Coordinating Committee as an oversight component to review theimplementation of EFMP policy and procedures.
