3、hority in DoD Directive(DoDD)5134.01,the July 13,2018 Deputy Secretary of Defense Memorandum,and DoDD 5101.20E,this issuance establishes policy,assigns responsibilities,and provides guidance for:The execution of the DoD BSAT biosafety and biosecurity programs.DoD BSAT security programs and personnel reliability program for Tier 1 BSAT,as defined by Part 73 of Title 42,Code of Federal Regulations(CFR);Part 331 of Title 7,CFR;and Part 121 of Title 9,CFR,collectively referred to in this issuance as the“select agent regulations”(SAR).Conformance to Executive Order 13546.
