2、osure D 1.Purpose.This instruction describes participation by the Chairman of the Joint Chiefs of Staff(CJCS),the Commanders of the Combatant Commands(CCDRs),the Chief,National Guard Bureau(CNGB),and the Joint Staff(JS)in the DoD Planning,Programming,Budgeting and Execution(PPBE)process.2.Cancellati
